After Trump overturned Biden-era restrictions, ICE reactivated its
contract with Paragon and regained access to the company’s Graphite
spyware that can hack into cell phones, including encrypted messages.1
In Europe, Paragon’s malware has allegedly been used to target journalists and activists,
undermining basic democratic safeguards. Now, ICE — an agency rounding
up people for mass deportations — and a White House targeting political
enemies and violating basic civil liberties will have another weapon to
break the law and spy on people.2 Congress must immediately stop ICE from using Paragon’s tech for its insidious, unconstitutional surveillance.
One spyware expert warned that these malware tools, “were designed for dictatorships, not democracies built on liberty and protection of individual rights.”3
ICE will use this spyware to further escalate its terror campaign
across America. The administration is already working with Big Tech
giants like Palantir to spy on and track immigrants, and now with
Paragon they will have access to even more horrifying levels of
surveillance.4
ICE’s use of Paragon will supercharge its ability to target
families, advocates, journalists, and anyone the White House deems an
enemy. Our lawmakers in the House and Senate need to take
action to stop this escalation in the Trump administration’s
law-breaking mass surveillance.
